How is the BiH institutions budget adopted?
Fiscal coordination does not replace constitutional proposal and parliamentary adoption. The Presidency proposes the budget on the Council of Ministers’ recommendation, and both Houses adopt it.

Fiscal Council and governments
The global fiscal framework provides a planning basis: fiscal targets, projections of indirect revenue and distribution, and borrowing ceilings. The published 2024–2026 framework was accepted by the Fiscal Council and adopted by agreement of the Council of Ministers and entity governments; it is not itself the budget law.
On the Council’s recommendation submits the annual budget to the Parliamentary Assembly; this is a specific constitutional role under V.3(f) and VIII.1, not promulgation of parliamentary legislation.
Adopt the budget for BiH institutions and international obligations under both Houses’ rules, including entity voting; the House of Peoples VNI procedure may apply to a proposed decision under IV.3(e)–(f).
The adopted decision is published before taking effect. If a budget is not adopted in time, Article VIII.2 requires provisional use of the previous year’s budget.
