From proposal to decision, there is more than one route. Follow the procedure, who takes part and where it can stop.
Choose another procedure
How is a state law adopted?
The ordinary procedure in both Houses; the House of Representatives is shown first for readability. Both Houses must adopt identical text. The Presidency has no constitutional law-promulgation veto.
1
Authorised proposer
A bill may be introduced by a representative or delegate, a House or joint committee, a House, the Presidency or Council of Ministers within their competence.
With a quorum of a majority of all 42 members, decides by a majority of those present and voting and the entity procedure in IV.3(d). After failed reconciliation, at least 19 of 28 FBiH members or 10 of 14 RS members voting against blocks the decision.
This House also applies IV.3(d): a majority of those present and voting, attempted entity reconciliation and no two-thirds-or-more opposition from either entity; that is at least seven of ten from FBiH or four of five from RS.
Three-member commission and Constitutional Court of BiH
When invocation of IV.3(e) is contested, a commission with one delegate from each people is formed; if it does not resolve the issue within five days, the Constitutional Court reviews procedural regularity expeditiously (IV.3(f)).
Both Houses and the joint harmonisation commission
If the Houses adopt different texts, a joint commission attempts to harmonise them. Both Houses must adopt its report. This is not the three-member commission for a dispute over invoking VNI.
Parliamentary Assembly and Official Gazette of BiH
The identical adopted text is published in the Official Gazette of BiH; a decision cannot take effect before publication. The Constitution does not provide a subsequent presidential signature or veto as a condition for adopting a law.
