How it is appointed / elected
The House of Peoples has 15 indirectly elected delegates: five Bosniaks and five Croats from the Federation of BiH and five Serbs from Republika Srpska. On 3 November 2026 the CEC announced that indirect elections were still forthcoming; the new house is not yet constituted, so there is no elected-2026 roster.
- Bosniak and Croat caucuses of the FBiH House of Peoples
Each caucus elects five delegates of its constituent people. A political subject represented in the caucus or any delegate may nominate a list; each delegate casts one vote for a list by secret ballot.
- National Assembly of Republika Srpska
Elects five Serb delegates. Any party or deputy may nominate a list; every deputy, including Bosniaks, Croats and Others, casts one vote for a list by secret ballot.
- Central Election Commission of BiH
Confirms results and makes the final allocation using the formula in Article 9.5; seats go to candidates in list order. Equal quotients are resolved by drawing lots.
- House
Convenes in Sarajevo within 30 days after selection or election; by majority vote adopts rules of procedure and chooses one Bosniak, one Croat and one Serb as Chair and Deputy Chairs, with a rotating Chair.
Conditions and constraints
Composition is five Bosniaks plus five Croats from FBiH and five Serbs from RS. Serb and Other delegates in the Federation house do not participate in selecting the state Bosniak and Croat delegates.
Indirect elections take place immediately after the relevant entity chamber convenes, and no later than 30 days after certification of elections.
A quorum is nine delegates, including at least three Bosniaks, three Croats and three Serbs.
For 2026, indirect elections for the new convocation are still forthcoming; the direct general election does not itself produce a roster for this house.
