From proposal to decision, there is more than one route. Follow the procedure, who takes part and where it can stop.

Presidency decision and entity objection

This is not a parliamentary law. The consensus rule in V.2(c) concerns decisions under V.3(a)–(e), and the entity-interest safeguard in V.2(d) has specific deadlines and confirming bodies.

  1. The three Presidency members

Seek consensus for decisions under V.3(a)–(e); once all efforts are exhausted, two members may adopt a decision.

  2. Dissenting member

Within three days of adoption may declare the decision destructive of the vital interest of the entity from which they were elected.

  3. RS National Assembly or the relevant Federation House of Peoples delegates

If two thirds of the persons to whom the objection is referred confirm the declaration within ten days, the challenged decision shall not take effect. This is not a vote of the whole Federation House of Peoples.
