Official 2022–2026 directory: 23 Bosniaks, 23 Croats, 23 Serbs and 11 Others. Affiliations are reproduced as published. The consolidated directory does not state the canton of election; it is not inferred from birthplace, residence or employment history. BNS and SNS FBiH are not linked to party registry entries because the directory does not establish their full identity. The new house is indirectly elected after cantonal elections, not directly on 4 October. Names have been reordered and recapitalized from the published “SURNAME GIVEN NAME” format to “Given name Surname”; Fatima Gavrankapetanović Smailbegović’s malformed compound name in the directory follows her official profile.

How it is appointed / elected
The House of Peoples has 80 delegates: 23 from each constituent people and 11 Others. They are elected by cantonal assemblies, not directly by voters.
- Central Election Commission of BiH
Allocates seats by canton, constituent people and Others according to the latest census and the statutory formula.
- Constituent-peoples and Others caucuses in cantonal assemblies
Parties represented in the relevant caucus or its members nominate lists. Assembly members vote by secret ballot, each for one list in their caucus.
- Cantonal assemblies
Elect delegates within 30 days of certification of election results, from among their representatives unless the law provides otherwise.
- Central Election Commission of BiH
Makes the final allocation using the highest quotients and the order of each list. Reallocates unfilled seats under the law, including through a special act if seats remain vacant.
- House of Peoples
Elects its speaker and two deputy speakers and adopts its rules.
Conditions and constraints
80 delegates: 23 Bosniaks, 23 Croats, 23 Serbs and 11 Others; the term is four years unless dissolved.
At least one Bosniak, Croat, Serb and Other delegate comes from each canton with at least one such assembly member.
A House of Representatives member or municipal councillor cannot simultaneously serve as a delegate. Suspension of a cantonal mandate also suspends the House of Peoples mandate.
A vital-national-interest procedure is triggered by two thirds of one constituent-peoples caucus or more than one speaker/deputy speaker. It must be invoked within one week of circulation and before voting. Adoption requires a majority of each caucus represented in the house.
If agreement fails, a joint commission with parity representation seeks consensus on the text. Failing harmonisation, the Federation Constitutional Court decides: its panel rules on admissibility by two-thirds majority within one week and on merits within one month; at least two judges’ votes are required to find a vital interest.
Each house adopts its rules and elects a speaker and two deputy speakers by majority vote; they may not be from the same constituent people or the Others.
The prime minister and speakers of the two houses must belong to different constituent peoples or the Others; following the Federation president’s election and prime minister’s appointment, the houses ensure compliance.
Parliamentary decisions require both houses’ approval unless the Constitution provides otherwise; each house adopts its own rules and declarations.
The other house is expected to act within 45 days; otherwise the law must appear on its next session’s agenda, no later than 30 days after that deadline.
