Defence and armed forces

Schools, healthcare, taxes: the same question does not always lead to the same level of government. Start with a policy area, then follow responsibility to an institution.

Who decides about the Armed Forces?

Overview of legal responsibilities, not a chain of command: “shared” includes coordination or different functions in the same field. Cantons exist only in FBiH; local functions depend on entity laws, and Brčko is a separate unit. Listed political bodies do not control independent judicial and regulatory decisions.

State

Main responsibility

State institutions regulate defence; the Ministry of Defence organises, equips and oversees the Armed Forces of BiH.

FBiH

No role

Has no separate army in the state defence system.

RS

No role

Defence and army mobilisation are excluded from entity competence by amendments to the RS Constitution.

Brčko

No role

The Statute permits BiH Armed Forces and authorised international forces, and prohibits entity and paramilitary forces.

Cantons

No role

Cantons do not organise their own armies; state institutions regulate defence.

Local

No role

Municipalities and cities do not command the Armed Forces; assistance to civilian authorities is governed by the state system.
