Names in term records

Alphabetical, not ranked. Presence counts sessions with at least one Z/P/U/X ballot; it does not establish attendance throughout a sitting. A speaker may be a guest, not a member. An identical name does not establish identity. This table covers all entered sessions in the term, not only the filtered ones.

NameRecords

Individual ballots are unavailable for the entered sessions in this term. We therefore do not show zeros as evidence of absence or voting.

Blocking procedures register

Recorded procedures, not an assessment of performance. An unmatched record does not mean no procedure occurred.

Constituent-people quotas and linguistic balance

Belgium · Linguistic groups and Council of Ministers composition

Similar: Both systems explicitly regulate representation of named groups rather than relying only on party majorities.

Different: Belgium’s Council of Ministers has equal numbers of Dutch-speaking and French-speaking members, with a possible exception for the Prime Minister. This is not a division among three constituent peoples: BiH’s state House of Peoples has five Bosniaks, five Croats and five Serbs and no seats for Others, whereas the FBiH House of Peoples and RS Council of Peoples also have seats for Others.

Indirect election is not government delegation

Germany · Composition of the Bundesrat

Similar: Membership is linked to territorial-unit institutions rather than a separate direct popular vote for that chamber.

Different: Cantonal assemblies elect the FBiH House of Peoples, whose Bosniak and Croat caucuses then select ten state delegates; the RS National Assembly selects the remaining five. The Bundesrat has no such parliamentary chain: Land governments appoint and recall its members.

Cantonal election and constituent-people caucuses

Germany · Bundesrat

Similar: Both connect territorial units to lawmaking at a higher level.

Different: The FBiH House consists of 80 delegates elected by cantonal assemblies: 23 each of Bosniaks, Croats and Serbs and 11 Others; both houses approve laws. The Bundesrat consists of members of Land governments, with each Land voting as a unit and powers varying by type of law, rather than delegates in constituent-people caucuses.
