Government of the Federation of Bosnia and Herzegovina
Minister
Current officeholders · 2022–2026 · as of 3 November 2026
Note on this list
The official current directory lists the prime minister and all 16 ministers confirmed on 28 April 2023; deputy prime ministers also hold ministries and are not additional seats. No subsequent ministerial replacements are recorded in the checked directory. Except where an official biography or current party page states otherwise, party labels come from 2023 appointment reporting and are not a separate confirmation of present membership. Nedžad Lokmić’s party was not confirmed in the reviewed sources. This remains the current government until successors are elected; the 2026 election results do not appoint a government.

How this office is filled
The Federation President appoints the Government with both Vice-Presidents’ agreement and the House of Representatives confirms it. Amendment CXXXI regulates consultations, deadlines and unblocking. OHR’s special decision of 27 April 2023 for that appointment is not the ordinary procedure for 2026.
- Federation President
After consultation with the chairs and vice-chairs of both Houses, caucus heads and Federation Vice-Presidents, designates a Prime Minister nominee with credible prospects of parliamentary support (IV.B.5(1), CXXXI).
- Prime Minister nominee
Reports to the President within 15 days on forming a Government capable of receiving a majority in the House of Representatives (IV.B.5(1), CXXXI).
- President and both Federation Vice-Presidents
The President appoints the Government with both Vice-Presidents’ agreement within 30 days of the election of the President and two Vice-Presidents. If unsuccessful, the President has another 30 days to repeat the procedure (IV.B.5(2)–(3), CXXXI).
- House of Representatives
The Government is elected when its appointment is confirmed by a majority vote of the House of Representatives (IV.B.5(2), CXXXI).
- President, one Vice-President and both Houses
If the second attempt with both Vice-Presidents fails, a proposal agreed with one Vice-President goes to Parliament. It requires a majority in the House of Representatives and then a majority in the House of Peoples, provided opposition does not include three fifths or more of any constituent-people caucus (IV.B.5(4), CXXXI).
- President and both Vice-Presidents; election authorities
If the Government is not elected through that route, the paragraph (2) procedure with both Vice-Presidents repeats. If it is again not appointed or confirmed in the House of Representatives, the Federation Parliament and cantonal assemblies are deemed dissolved and early elections are called for the House of Representatives and cantonal assemblies. The President and Vice-Presidents’ mandates cease upon replacement after those elections (IV.B.5(6)–(7), CXXXI).
The Government comprises the Prime Minister and 16 ministers: eight Bosniak, five Croat and three Serb ministers. The Prime Minister may appoint one minister from Others from the largest constituent people’s quota. Two deputy prime ministers are selected from ministers, from different constituent peoples (IV.B.4(1)).
After full implementation of Annex 7, at least 15% of Government members must be from one constituent people, at least 35% from two constituent peoples, and one member from Others (IV.B.4(2)); this is a different, conditional regime from the current transitional quota.
The Federation President and Prime Minister cannot come from the same constituent people. The Prime Minister and speakers of both Houses must respect the distribution of offices in IV.D.1 (CXXIV).
- OHR — amandmani CXX, CXXI i CXXIV na Ustav FBiH, 02.10.2022. · checked 03/11/2026
Government vacancies are filled under IV.B.5(2) and (4), unless otherwise provided by law (IV.B.5(5), CXXXI).
For the specific 2023 appointment, OHR deemed all required signatures and agreements given on 27 April 2023 and ordered confirmation by 28 April. CXXXI separately provided for entry into force on 1 May 2024 unless Parliament amended the Constitution otherwise beforehand, or earlier upon dissolution. The President’s consolidated text ending at CXXX omits CXXXI and is not sufficient alone for present-day IV.B.5.
