Mayors of municipalities and cities

Municipalities and cities · Local executive

Current officeholders · 2024–2028

144 members recorded · As of 3 November 2026

Coverage: 144 officeholders — 80 in FBiH (including the City of Sarajevo separately from its municipalities) and 64 in RS; Brčko is excluded. The baseline is CEC-certified 2024 results for 142 directly elected mayors, checked against municipal/city association directories; Sarajevo and Mostar are indirectly elected. Vareš: Malik Rizvanović replaced Zdravko Marošević following the early election on 15 February 2026, certified on 27 February 2026. Reviewed CEC early/repeated-election notices disclosed no other post-2024 local mayoral change. For direct elections the affiliation shown is the ballot list, not a claim of present party membership. Individual taking-office dates for directly elected holders were not established, so no start date is shown; election/certification dates are not substituted. The Mostar appointment source does not state Kordić’s affiliation. Kupres (RS): CEC spells the name SRĐEN PETKOVIĆ while the RS association directory uses Срђан Петковић; the CEC spelling is retained. Foča and Teslić use the city-mayor title according to their current city status.

How it is appointed / elected

Municipal and city mayors are generally elected directly by citizens: the candidate with the most votes wins. The mayors of the City of Sarajevo and the City of Mostar are elected by their city councils under special rules. The mayor of East Sarajevo is directly elected, as confirmed by the CEC's 2024 results. Brčko District has a separate procedure.

  1. Central Election Commission of BiH

Calls regular elections and announces the date at least 150 days before voting; certifies political contestants, candidate lists and candidates.

  2. Voters in a municipality or city with direct mayoral elections

Elect the municipal or city mayor by secret ballot. Each vote is cast for one candidate; the candidate with the most votes is elected, without an absolute-majority requirement or a runoff.

  3. Central Election Commission of BiH and the elected candidate

The CEC determines, confirms and publishes the results and issues the mandate certificate. The elected officeholder signs a declaration accepting or declining the mandate within seven days of receiving the declaration.

  4. The four city municipalities' municipal councils and the Sarajevo City Council

The municipal councils of Centar, Novi Grad, Novo Sarajevo and Stari Grad each elect seven delegates to the 28-member City Council. City councillors nominate mayoral candidates, who submit declarations accepting their candidacies. At its constitutive session, the City Council elects the mayor by public vote and a majority of all councillors.

  5. Mostar City Council

At its first session after the elections, elects the mayor from among elected city councillors. Every councillor may nominate a candidate, who accepts the candidacy in writing before the election. A two-thirds majority of elected councillors is required in the first and second rounds; a simple majority of elected councillors is required in the third round.

  6. The competent local body, voters and the Central Election Commission of BiH

Recall of a directly elected municipal or city mayor follows entity law and involves a direct vote by citizens. The CEC checks the lawfulness of termination by recall, decides on termination of the mandate and calls early elections when the legal conditions are met. Sarajevo and Mostar use special council dismissal procedures rather than this direct electoral procedure to fill a vacancy.

Conditions and constraints

  • East Sarajevo is not an exception with an indirectly elected mayor: in the CEC's confirmed 2024 municipal/city mayor race, electoral unit 195, Ljubiša Ćosić has 24,327 votes (67.12%) and the mandate-awarded flag. Indirect election of a city assembly does not mean the mayor is also indirectly elected.

  • Sarajevo: a candidate must be a BiH citizen entitled to vote in the City, but need not be a city councillor. If no candidate obtains the required majority, a second round is held between the two leading candidates; all candidates tied for the highest number of votes enter that round. If no mayor is elected, the second round is repeated, followed by a restart of the entire procedure. A vacant office must be filled by electing a new mayor within 30 days.

  • Sarajevo: the mayor and the two deputy mayors may not belong to the same people or to the Others category, nor may both deputies share that affiliation. Selection of the deputies must include one person of the underrepresented sex. Consideration of dismissal requires support from a majority of all councillors, and a dismissal decision at a special session requires a two-thirds majority of all councillors.

  • Mostar: only an elected city councillor may become mayor, and the winner resigns their council seat. The two candidates with the most votes enter the second round; if a tie prevents identifying those two, a separate round is held among the tied candidates. If the second round also fails to produce a two-thirds majority, a third follows; a tie in the third round is decided in favour of the younger candidate. The elected candidate immediately declares whether they accept election; refusal triggers a repeat election.

  • Mostar: the City Council president and the mayor may not belong to the same constituent people; if they do, the Council president resigns and a new president is elected. A motion to dismiss the mayor requires support from more than half of elected councillors, and dismissal at a special session requires two-thirds of elected councillors.

  • FBiH municipal mayors: recall may be initiated by at least one-third of councillors or 10% of registered voters. The council decides by a majority of all its members; after accepting the initiative it adopts the decision initiating the procedure within 30 days. Recall requires a majority of citizens voting in a direct secret vote. The procedure may not take place in the 100 days after the mayor's election or in a regular local-election year. Until a new election, the office is held by a person elected by a majority of all council members.

  • RS: recall of a municipal mayor may be initiated by one-third of councillors or 10% of voters registered in the municipality; the initiative must state its reasons. The assembly decides by a majority of all councillors. Citizens decide by direct secret vote; the mandate ends if a majority of participating voters support recall. If recall fails, the procedure cannot be repeated for one year.

  • Early elections do not start a new full term: the mandate lasts until the current regular-election term expires. Article 14.3 of the BiH Election Law requires elections within 90 days of termination and 30–90 days between the call and polling day. Article 8 of the special FBiH municipal-mayor law states a 60-day deadline, which differs from the general state deadline. RS Article 46 states 90 days. New elections for a directly elected municipal or city mayor are funded by that municipality's or city's budget.
