Note on this list

Archived official directories dated 13 October 2025, not confirmation of membership on 3 November 2026. On the checking date the former vijecenarodars.net domain displayed a gambling site, and no verified new official domain was found; that content was not used as a source. Subsequent replacements and affiliation changes have not been verified. Radenko Rikić’s party is blank in the original directory. The next convocation is elected indirectly after the National Assembly convenes; there is no separate list of members elected in 2026. Names printed in capitals in the source are displayed in normal capitalization, preserving diacritics, hyphens and given-name–surname order.

How this office is filled

The Council of Peoples has 28 indirectly elected delegates: eight Bosniaks, eight Croats, eight Serbs and four Others. In the legislative process it safeguards constituent peoples’ vital national interests.

  1. Corresponding National Assembly caucuses

Elect their caucus delegates. Where the number of deputies of a people is smaller than the required number of delegates, an ad hoc caucus of that people’s municipal councillors in Republika Srpska elects additional electors.

  2. Political parties and members of the corresponding caucus

Nominate candidate lists; each deputy casts one secret ballot for a list within their caucus.

  3. Central Election Commission of BiH

Receives voting results and makes the final seat allocation to lists using proportional quotients, and to candidates in list order.

  4. Council chair, vice-chairs and caucuses

Initiate vital-national-interest consideration under Article 70: more than one chair/vice-chair may identify an issue on the constitutional list; where only one does so, a two-thirds majority of the relevant caucus is required. The chair and vice-chairs have one week to decide.

  5. Council of Peoples and National Assembly

An act is adopted by a majority of each caucus. Agreed amendments return to the National Assembly. If agreement is absent or amendments are rejected, a parity-based joint commission seeks to agree the text by consensus.

  6. Constitutional Court of Republika Srpska

In a procedure initiated by a two-thirds caucus majority, after the joint commission fails the Court finally decides whether the act concerns a vital national interest. Its vital-interest panel decides admissibility by a two-thirds majority within one week and the merits of an admissible case within one month.

No individual election or appointment date is stated in this record. The general procedure is not evidence of an individual election or appointment.
