Federation of BiH · entity · President / vice-presidents · 3 seats

Current officeholders · 2022–2026

3 of 3 seats · As of 3 November 2026

The President and two Vice-Presidents are indirectly elected; the 2026 general-election results do not by themselves replace these officeholders. This body has no composition directly elected in 2026. Historical election explanations on the President’s biography page have not been updated to Amendment CXX; the procedure is recorded separately from the Constitution and OHR.

No roster data for the elected-2026 period.

How it is appointed / elected

The President and two Vice-Presidents are indirectly elected after delegates to the House of Peoples are elected, through constituent-people caucus nominations and parliamentary voting. The 2026 general election does not directly elect these officeholders; there is therefore no separate elected-2026 roster before indirect election.

  1. Constituent-people caucuses in the House of Peoples

A group of 11 delegates in each caucus may nominate a candidate from its constituent people; each delegate may support only one candidate. If a caucus has not nominated within 30 days of verification of delegate-election results, the threshold falls to seven; after 50 days it falls to four (IV.B.2(1)–(3)).

  2. House of Representatives

Within 30 days of submission of the last nominations, votes on a list containing one candidate from each constituent people. A single list requires a majority present and voting. With two lists, the higher-vote list proceeds; with more than two and no first-round majority, a runoff between the two highest-vote lists takes place within a week (IV.B.2(4)–(7)).

  3. House of Peoples

Decides by a majority present and voting within 30 days of receiving the House of Representatives list. If it fails to vote within that period, the list approved by the House of Representatives alone is deemed elected (IV.B.2(8), (10)).

  4. Federation Parliament

If the House of Representatives fails to approve a list on time, the candidates with the greatest caucus-nomination support go to the House of Peoples, whose approval alone suffices. If no list is approved, the process repeats: the House of Representatives votes on a new list within 15 days; if all lists are exhausted, nominations repeat with halved deadlines. In the repeated procedure, approval by the House of Representatives alone suffices (IV.B.2(9), (11)–(12)).

  5. Three elected candidates; if necessary the House of Representatives

Agree who will serve as President; if they cannot agree, the House of Representatives decides. The remaining two serve as Vice-Presidents (IV.B.2(13)).
