How it is appointed / elected
The chair nominates the prime-minister candidate after consultation; the candidate proposes ministers and the Assembly votes publicly on the government as a whole.

Nominates the prime-minister candidate in consultation with deputy chairs.
- Prime-minister candidate
Submits ministerial nominations at least seven days before the session; the chair immediately forwards them to the appointments committee.
- Assembly
Votes publicly on confirmation of the whole government; if the required majority is absent, the procedure repeats.
Conditions and constraints
The published Rules, article 187, require a two-thirds majority of all representatives for the government to take office.
Under Amendment VII, proportional representation of constituent peoples and Others in ministries follows the 1991 census until full implementation of Annex 7.
