How it is appointed / elected
The Assembly chair consults the deputy chairs and nominates the prime minister-designate. The designate proposes ministers and the Assembly confirms the government by a two-thirds majority.

Confirms the government by a two-thirds majority; it then takes office. If confirmation fails, nomination is repeated.
Conditions and constraints
Constituent peoples and Others are represented proportionately using the 1991 census until Annex 7 is fully implemented.
Ministers do not have deputies.
The Assembly decides ministerial dismissals and no confidence in the government by a two-thirds majority.
An elected legislator continuing executive office suspends the legislative mandate before the constitutive session.
