How it is appointed / elected
Government is selected indirectly: the Assembly chair nominates the prime minister-designate and the Assembly publicly confirms the cabinet as a whole. This account follows the published Rules of Procedure; the available PDF of the original Constitution does not include later amendments and is not treated as a current consolidated text.
- Parliamentary club
Proposes a candidate for prime minister able to secure an Assembly majority.
- Assembly chair
Consults the deputy chairs and nominates the candidate within seven days of receiving the proposal.
- Prime minister-designate and appointments committee
The designate submits proposed ministers at least seven days before the session; the committee prepares the confirmation decision.
- Assembly
Votes publicly on the whole cabinet; it takes office when supported by a majority of all Assembly members.
Conditions and constraints
A majority of all Assembly members is required; if confirmation fails, the selection procedure is repeated.
Simultaneous exercise of executive and legislative functions is incompatible; an elected legislator continuing executive office suspends the legislative mandate as prescribed by law.

Seven officeholders for nine positions: justice and finance are vacant on the current Government page. The cabinet directory still lists Nedim Čolo, but the Assembly accepted his resignation on 16 February 2026. Party affiliations are not stated in the official sources used.
