How it is appointed / elected
The assembly president nominates a premier candidate after consulting the deputies. The candidate proposes ministers; the government takes office after assembly confirmation.

Conditions and constraints
The government consists of the premier and ministers; ministers have no deputies. Its term lasts four years.
Constituent peoples and Others are proportionally represented using the 1991 census until Annex 7 is fully implemented.
Confirmation, as an assembly decision, requires more than half of all members: at least 18 of 35.
The government resigns if the assembly passes no confidence; the assembly may dismiss the government or an individual minister.
Where a government member holds a legislative mandate, executive and legislative incompatibility is managed through suspension of the legislative mandate.
