How it is appointed / elected
The Assembly has 31 directly elected representatives serving four-year terms. It is elected in the local-election cycle, not at the 2026 general elections.
- Voters
Elect representatives through general, free, open and direct elections by secret ballot. The 2024–2028 Assembly derives from the local-election cycle of 6 October 2024.
- Assembly
Meets within two weeks of certification of election results; representatives take an oath or solemn declaration.
- Representatives
At the first sitting elect the speaker and deputy speaker from their own members. Any representative may nominate a candidate; the first round requires three fifths of all elected members, the second a simple majority of all members, and the third is a runoff between the two leading candidates. The runner-up becomes deputy speaker.
Conditions and constraints
The term is four years. Two of the 31 representatives represent national minorities.
A quorum is more than half of all elected representatives. Unless otherwise prescribed, decisions require a simple majority of those present and voting, excluding abstentions.
Under Statute Article 1(6), all institutions must comply with the Arbitral Tribunal awards and Supervisory Orders, which prevail over conflicting acts, including the Statute. The Order of 31 August 2012 records suspension of the exercise of supervisory functions while retaining the Supervisor’s authority to resume them at his or her discretion. This is not an ordinary government confirmation step.
