Constituent-people quotas and linguistic balance
Belgium · Linguistic groups and Council of Ministers composition
Similar: Both systems explicitly regulate representation of named groups rather than relying only on party majorities.
Different: Belgium’s Council of Ministers has equal numbers of Dutch-speaking and French-speaking members, with a possible exception for the Prime Minister. This is not a division among three constituent peoples: BiH’s state House of Peoples has five Bosniaks, five Croats and five Serbs and no seats for Others, whereas the FBiH House of Peoples and RS Council of Peoples also have seats for Others.

The Council of Peoples is not a full second chamber
United Kingdom · House of Lords — a limited comparison
Similar: Both bodies participate in considering legislation alongside a directly elected chamber.
Different: The RS Council of Peoples safeguards vital national interests and is not a full second legislative chamber: it has eight delegates from each constituent people and four Others, indirectly elected. The House of Lords scrutinises and revises legislation generally, rather than being a body limited to protecting three constituent-people caucuses.
